  Public funding
The main positions to argue in favour of public funding are:
- reproduction is a basic need: very difficult to distinguish false from real needs
- reproduction is a basic right: rights are normally defined by referring to needs
- reproduction is part of a rational insurance policy: given that most people will want to have children, it is rational to want to be insured against this unpredictable adverse event (Panitch, 2015).
     Public funding
Important point in the debate: how to define medicine / healthcare?
Different options: medicine is about diseases and bodily defects or is about health as defined by the WHO (it covers everything).
Distributive justice: society will have to distribute / allocate scarce resources among all domains of life:
1. between health and other public domains such as education, military, public transport ...
2. between different healthcare needs (cancer, ...) 3. between different fertility needs (age, ICSI, ...)
