Beside justice (access), other values and criteria should be taken into account:
 avoidance of negative effects such as OHSS, multiple pregnancies ... In general: safety considerations (non-maleficence)
 offer patients a choice of type of treatment (autonomy)  effectiveness and cost-effectiveness (beneficence)
     Balancing criteria
All criteria should be taken into account simultaneously. Focusing on one only may lead to aberrations. Take reimbursement and cost-effectiveness. Full reimbursement of all costs solves the problem for the patient but not for the health care system.
The reimbursement strategy may promote the unnecessary use of IVF over other less technical and less costly treatments such as IUI.
Some measures may have effects on more than one criterion. I.e., limits to embryo transfer will lower costs and improve health of offspring but diminish parental autonomy.
