• No brokerage of arrangements for money
• Surrogate is the legal mother (and her spouse/partner 2nd parent)
• Biological father can sometimes be legal father (if S unmarried)
• IPs can obtain a ‘parental order’ to transfer legal parenthood
• But tight rules and not everyone eligible
